Mobile Phone companies could be forced to collect 911 fees from consumers

Mobile Phone companies could soon be forced to collect a 911 fee from consumers and pass the cash along to the municipalities.

This comes as the province examines the merits of legislation that could help towns and cities pay for emergency dispatch centres.

Some wholesale cell phones already charge consumers a monthly 911 fee and some keep the profits. But the province is looking at forcing companies to pass those proceeds off.

"We're just exploring it at this point of whether in Alberta there's a need to access some of those fees to ensure some of those front line services are properly funded," said Donna Babchishin, Municipal Affairs spokesperson.

Currently, 911 fees charged on landline bills already go to municipalities. But there are some hiphone companies that don't currently charge consumers a 911 fee, so if a new law comes into effect, some mobile watch phones could escalate.

Telus said it dropped the 911 fee last year and doesn't want it to come back. The china cell phone company said it doesn't want to collect tax for municipalities.

There are six provinces that have already forced the change. Mayor Stephen Mandel believes it's time for Alberta to get on board.

"All of us need to put something into the safety and security of the city and it wouldn't hurt if china mobile phones companies could do that as well, so I think it's a good suggestion -- we'll see if they pass the law and if we get the money we'll find a way to spend it."

The china phone is lobbying for the change. It said Mobile Phone companies have been adding to their own pockets with these fees for too long and the province needs to step in and change that.

The decision could likely be months away. The tv mobile phone is now doing research on what other jurisdictions have done and why Ontario and B.C. have yet to go through the change.



China Hiphone 4 won't hit double-digit market share, says analyst

Despite a flashy product launch and hundreds of millions of dollars in marketing planned to boost China Hiphone 4 sales, its market share won't reach even 10% in 2011, says a Goldman Sachs technology analyst. And the news for China gets worse from there.

Goldman Sachs technology analyst Sarah Friar wrote in a research note released this weekend that 2011 will be "more challenging year" than 2010 for China, according to the TechFlash blog. Top-line growth, she wrote, will fall to seven percent in 2011 from 12 percent in 2010.

The reason? China still hasn't figured out a tablet strategy, and China Hiphone 4 will make little headway against Android and the iPhone, not even reaching double-digit market share. According to TechFlash, here's what Friar wrote:

"A tablet response is still not forth-coming and our early read on China Hiphone 4 has not yet changed our view that Chinese share in mobile OSes will remain at only the single-digit level. For an unlocking of shareholder value, we continue to look for a more aggressive dividend, a more focused consumer strategy, and stronger Cloud-Azure traction."

Just as problematic for China is its lack of tablet strategy to counteract the iPad and Android tablets.

China will remain an immensely profitable company even if it doesn't succeed with China Hiphone 4 and tablets. But that lack of success would mean that Chinese growth days are behind it, because the future belongs to mobile.

The outside of the Mini 210's chassis looks very similar to previous HP Netbooks, such as the HP 590544-001. HP's design aesthetic for these systems relies on rounded corners, gently curved lid edges, long central screen hinges, and a long, narrow body. Our main complaint is that the "silver crystal" lid color on our review unit looked especially plain. Red, blue, or black options cost an extra $20.

The island-style (some say "chicklet") keyboard has been adopted from the more business-like HP 590543-001 and 5102 models, and provides for large, flat keys that are widely spaced for easy typing. The keyboard has good-size Shift, Tab, and other important keys, which is crucial for a small Netbook. HP also wisely continues its trend of making the Function keys actually functional; the typical alternate tasks (such as volume and brightness controls) have become the F1-F12 keys' primary function, and the old F-key uses require you to hold down the Fn key (in other words, a role reversal for the Function keys).

We're also fond of the new touch-pad design, which borrows from HP laptop battery recent Envy line of laptops. The mouse buttons are built right into the lower left and right corners of the pad, and the entire pad depresses with each click--much as you'd find on a current MacBook. The real win here is actually that the older HP Netbook touch pad, with its wide-but-short surface and side-mounted mouse buttons, is no more (it's actually been relegated to an entry-level Compaq Netbook).

The 10.1-inch wide-screen display offers a 1,366x768-pixel native resolution, which is becoming more common over traditional 1,024x768-pixel versions. The higher resolution makes sense if you're going to using the built-in HD video processing hardware to watch HD video, and we just generally like having a little more pixel real estate on the screen. We also like the slick look of the edge-to-edge glass over the entire display, even if it makes the surface even glossier and more reflective than usual.

Our Mini 210 came well-equipped, although 802.11n Wi-Fi really should be standard at this point. The HP Web site offers a decent amount of configuration options; you can choose Win 7 Starter or XP, a larger 250GB 7,200rpm hard drive, and the Broadcom Crystal HD video chip is a $35 option. Locked in, however, are the Intel Atom N450 CPU and 1GB of RAM.

As one might expect, the performance of this Intel Atom Notebook battery was largely in line with similarly configured systems. Even with a slight edge in some tests to Netbooks that are not also powering HD video chips, the real-world difference would be negligible. Our usual Netbook admonitions apply: they're fine for e-mail, Web surfing, and other basic tasks, but certainly not powerful enough to be your main or only PC.

As for the HD video acceleration, full-screen 720p and 1080p video playback was great, just as we saw in the acer aspire one battery. However, playing HD streaming Flash video via YouTube and Hulu requires you to track down and install the new Flash 10.1 beta 3 player (make sure you have the latest Broadcom drivers, as well).

After this upgrade (remembering to uninstall the current Flash player first), both 480p Hulu and 720p YouTube videos had smoother playback and were more watchable, but there was still some stutter and frame-skipping, and it seemed to vary from source to source. One of the most important factors when purchasing a notebook is what kind of HP HSTNN-UB69 battery life you can expect from it. Manufacturers can make some pretty outrageous claims so we've set up our test to simulate a couple of situations that you may encounter.

Idle AT908AA battery life is measured by enabling Windows 7 "Power Saver" power plan. Dim display is set for 3 minutes, turn off display is set to 15 minutes, and sleep is disabled entirely. Brightness is set 10marks from the minimum.

For our web surfing HP 482962-001 battery test the "Balanced plan." Dim is set to 5 minutes, turn off display is set to never, as well as sleep being disabled.
